Carter Weber Tournament

On November 17th, 2016, EHA suffered the tragic loss of a friend and former teammate, Carter Weber. Carter was a 2016 graduate who grew up playing hockey in the Eagan Community from mini-mites to varsity. He is missed dearly by all who knew him. Please honor Carter and the Weber family in this memorial tournament by playing the game as Carter would through good sportsmanship and love of the game.

2026 CARTER WEBER MEMORIAL THANKSGIVING SHOOTOUT TOURNAMENT REGISTRATIONS

THANKSGIVING SHOOTOUT TOURNAMENT FORMAT & RULES

8 teams will compete at each level. Teams will be divided into two divisions, containing four teams each. Each division will compete in pool play. Following the completion of pool play, teams will be ranked and placed into games according to rank. All teams are guaranteed four games.

  • All games will be played under USA and MN Hockey Rules
  • Only USA Hockey registered Referees will officiate the games. No protests allowed. All decisions by the tournament director or his/her designate are final.
  • An EMT, Certified Trainer, Registered Nurse, Physician or other qualified medical personnel will be present at each game. The onsite EMT/Medical Personnel will make the final determination if a hockey player can continue play after injury.
  • In the event of an injury, the clock will be stopped until play is resumed.

POOL PLAY

  • There will be no overtime in pool play. Ties are allowed.
  • Each team will be allowed one (one minute) time-out per game.

BANTAM GAMES

  • Three 14 minute stop time periods, with a four minute warm-up.
  • The ice shall be resurfaced after every two periods with an on-ice period intermission lasting one minute.

PEEWEE GAMES

  • Three 12 minute stop time periods with a four minute warm up.
  • The ice shall be resurfaced after each game with an on-ice period intermission lasting one minute.

POST GAME SHOOTOUT

  • Immediately after each pool play game, there will be a three person shootout.
  • The winner of the shootout will receive one point.
  • Teams should be prepared to being shootout immediately after game ends.
  • In case of a tie after three shooters, the shootout will become a “sudden death” shootout until one team wins.
  • All skaters must shoot in a post-game shootout before a previous shooter may shoot again.
  • USA Hockey rules will govern the post game shootout.

Teams shall be ranked according to points earned. Points shall be awarded as follows: 3 points for a win, 1 point for a tie, 1 point for a shootout win, 0 points for a loss. The teams will proceed to the final round of games. In case of a tie in points, the following shall determine which team has the higher ranking.

  1. The team with the highest goal differential in pool play. Maximum goal differential of 6 goals per game.
  2. If still tied, the winner of the “head to head” game shall advance.
  3. If still tied, the total goals shall be divided by total goals allowed in pool play and team with the highest quotient shall advance
  4. If still tied, a coin toss shall determine the high ranking.

BRACKET PLAY

In bracket play, the game winners will advance and losing teams will play for a lower place. Game length will be the same as in pool play, with a four minute warm-up. Tied games shall be followed by a five minute sudden-death-stop time-overtime period with four players and one goalie. If no goal is scored after the first overtime period, there will be a one-minute break and the second five minute sudden death overtime period will commence. This will continue until a goal is scored. There are no shootouts.

MERCY RULE

A “mercy rule” will be applied in all games (pool and bracket play) as follows: if six or more goals separate the teams at the end of the second period, or at any time in the third period, running time will commence and will revert back to stop time if goal differential falls below six:

PENALTIES

Bantam penalty times shall be as follows:

  1. Minor penalty = 2 minutes
  2. Major penalty = 5 minutes
  3. Misconduct = 10 minutes
  4. Fighting = automatic game misconduct

 

PeeWee penalty times shall be as follows:

  1. Minor penalty = 1.5 minutes
  2. Major penalty = 3 minutes
  3. Misconduct = 6 minutes
  4. Fighting = automatic game misconduct

 

Penalty time will begin at the drop of the puck following the penalty assessment

  • The official scorekeeper shall keep a record of the penalty time and notify the timekeeper and the penalty box assistant.
  • All officials shall have a complete understanding of the penalty times and expiration procedures.
  • Five (penalties) in one game and a player is out of the game. The player must go directly to the locker room. Another player must then serve the minor penalty.
  • In the event a player receives a game misconduct penalty, that player will not be allowed to play in the next tournament game.

Fighting will not be tolerated. Referees are instructed to eject any player who drops his stick or gloves or otherwise engages in fighting, regardless of provocation. Fighting or deliberate action to injure will result in the disqualification of the offending player from the tournament at the discretion of the Referee-in-charge.

TEAM, PLAYER AND COACH REQUIREMENTS

No more than twenty (20) uniformed players and no more than four (4) non-uniformed adults representing the Coach and the Assistant Coaches may occupy each player’s bench at any one time.

Team Managers and Coaches must report to the tournament office 45 minutes before the scheduled game to get locker-room assignments.

We will be using Gamesheet for this, so roster stickers won't be required.

Each team shall provide its USA Hockey approved roster at check-in at least one hour to its first tournament game.

Each player must wear an approved helmet with full protection including a chinstrap, face shield straps and a mouth guard. Canadian teams must wear protective equipment as designated by CAHA. Helmets must be worn when on the bench.

Every active player must wear internal colored mouth guards during the course of each game.

A player not dressed for the game, but on the bench, must wear their jersey, a helmet with shield/cage.

In the event of an injury, coaches will not be permitted on the ice unless summoned by the referee or medical personnel attending to the injured player.

Teams must be ready to start as scheduled and/or as the referee calls the players to the ice. If not ready as scheduled the team may be assessed a two minute penalty for delay of game.

The first team listed in the schedule will be the home team and should wear light colored jerseys. Eagan will always be home team. 

The tournament committee will keep the official score book. Only members of the committee or volunteers designated by Eagan Hockey will be allowed in the scorekeeper’s box.

Improper behavior by anyone in the arena including players, coaches, parents, or spectators will result in immediate removal from the arena and/or tournament.
